Nicanor C. Ibuna Elementary School formerly Pinaglabanan School Unit I has been existing for almost 55 years. It started as an extension building of Pinaglabanan Elementary School. The Annex I building, owned by Mr. Rodolfo C. Ibuna is being rented by the municipality of San Juan, with six rooms and with a monthly rental of four hundred forty (Php440.00) pesos only. While Annex II, located a few steps across annex I was owned by a certain Mrs. Felicidad Tadina with a monthly rental of one hundred eighty-five (Php185.00) pesos only. A necessity for this second building came up when the number of pupils tremendously increased 5 years after (1958). Since then, the school was managed by an energetic and dedicated administrator for more than four decades and became independent in 1963. In March 1982, the construction of the new Marcos Prefabricated building started amounting to one million pesos. Pupils were housed at Pinaglabanan Elementary School Gymnasium for one year and on June 14, 1982, after the construction was completed, the building was occupied on June 25, the same year under the new administration of former President Joseph Ejercito Estrada.
It was a dream come true for the people of Barangay Onse. It was on September 10, 1989, that the certificates of the titles (6A-24121 and 6B 24124) containing an area of 487 sq. m. were awarded and registered under the municipality of San Juan. The school was then renamed in honor of the late Mayor of San Juan, Nicanor C. Ibuna. Thus, the existence of Nicanor C. Ibuna Elementary School continues up to the present.
The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
Ako ang batang mag-aaral ng Paaralang Elemenentaryang Nicanor C. Ibuna na may pananalig at takot sa Diyos. Mapagmahal sa kapwa, sa bayan, at sa kapaligiran. May paninidigan at mapagkakatiwalaan, handang tumulong sa lahat ng pagkakataon.
